Jeff Deeny writes for the Atlantic about a school located down the street from the Peace News Now studios:

Last year when American Paradigm Schools took over Philadelphia’s infamous, failing John Paul Jones Middle School, they did something a lot of people would find inconceivable. The school was known as “Jones Jail” for its reputation of violence and disorder, and because the building, like many government schools, physically resembled prison. Situated in the Kensington section of the city, it drew students from the heart of a desperately poor hub of injection drug users and street level prostitution where gun violence rates are off the charts. But rather than beef up the already heavy security to ensure safety and restore order, American Paradigm stripped it away. During renovations, they removed the metal detectors and barred windows.

The police predicted chaos. But instead, new numbers seem to show that in a single year, the number of serious incidents fell by 90%.

The school says it wasn’t just the humanizing physical makeover of the facility that helped. Memphis Street Academy also credits the Alternatives to Violence Project (or AVP). AVP is a noncoercive, nonviolent conflict resolution regimen originally used in prison settings that was later adapted to violent schools. AVP, when tailored to school settings, emphasizes student empowerment, relationship building and anger management over institutional control and surveillance. There are no aggressive security guards in schools using the AVP model; instead they have engagement coaches, who provide support, encouragement, and a sense of safety.

In one school year serious incidents – drug sales, weapons, assaults, rapes – went from 138 to 15.

Nearly half of the owners of Detroit’s 305,000 properties failed to pay their tax bills last year, exacerbating a punishing cycle of declining revenues and diminished services for a city in a financial crisis.

47 percent of the city’s taxable parcels are delinquent on their 2011 bills. About a quarter of a billion dollars in taxes and fees went uncollected.

Delinquency is so pervasive that 77 blocks had only one owner who paid taxes last year. Many of those who don’t pay question why they should in a city that struggles to light its streets or keep police on them.

“Why pay taxes?” asked Fred Phillips, who allegedly owes more than $2500 on his home. On his block, only 5 owners paid taxes. “Why should I send them taxes when they aren’t supplying services? … Every time I see the tax bill come, I think about the times we called, and nobody came.”

Detroit has the highest property taxes among big cities nationwide. Many houses are assessed at more than 10 times their market price.

Detroit relies on a shrinking sliver of businesses to pay the bulk of the bills. Just seven businesses paid nearly a fifth of all collected property taxes. The rich neighborhoods, representing about 2 percent of the city’s homes, paid about the same. In all, only 41 percent of people who received tax bills in Detroit paid anything.

Detroit’s delinquencies are so pervasive that some owners have been allowed to keep their property even if they don’t pay taxes. Wayne County treasury officials are so overwhelmed by foreclosures that they ignored about 40,000 delinquent Detroit properties that should have been seized last year and said they will look the other way on about 36,000 this year.

When Michael Elli of Missouri flashed his headlights to warn other drivers of an upcoming speed trap, he didn’t think he was doing anything illegal.

After he received a ticket for obstruction of justice, which carried a $1,000 fine, he fought back, saying the warning was protected free speech. Eventually prosecutors in Missouri dropped the charges, but now Elli and the American Civil Liberties Union have filed a class action lawsuit against the city for issuing such tickets in the first place.

Tony Rothert with the ACLU said, quote, “Those who use their First Amendment rights to warn others to drive cautiously should not be punished for their message. After all, the purpose of traffic laws is to promote safety, not generate revenue.”

Florida, Utah, Tennessee, Ohio, New Jersey and Pennsylvania have all deemed that warning other drivers with a flicker of your high beams is protected by the first amendment. Alaska and Arizona have laws strictly forbid headlight flashing in any situation.

In the world of dried fruit, there is no greater outlaw in America than Marvin Horne.

Horne has been breaking the law for 11 straight years.

Now, the California raisin farmer is facing bankruptcy for defying a law requiring him to give over a portion of his raisin crop to agents of the federal government – without compensation.

Agents of the state claim Horne owes them at least $650,000 in fines and 1.2 million pounds of unpaid raisins – roughly equal to his entire harvest for four years.

Horne’s crime? He defied one of the most bizarre and outdated arms of the federal bureaucracy – a farm program created during the Truman administration:

Marvin said no to the National Raisin Reserve. No, this is not satire.

The Federal Government created the National Raisin Reserve bureaucracy in 1937. Fearing that raisin producers might produce too many raisins – thereby leading to a drop in prices – the government began confiscating [stealing] a percentage of raisin production – for raisin farmers’ own good, of course. The problem is, Marvin Horne doesn’t see it that way.

Horne stopped giving raisins to the government in 2002, thereby violating Marketing Order 989 – the federal regulation that established the raisin reserve and made “contributions” by raisin farmers mandatory.

Even worse? The government can save the raisins, sell them on foreign markets (and keep the money), throw them away, or even feed them to animals – just as long as it keeps them off the domestic market.

So, Marvin Horne did what any good raisin producer worth his weight in grapes would do; he sued the government. After several losses in lower courts, Horne’s case reached the Supreme Court this spring, where things changed.

Justice Elena Kagan wondered whether it might be “just the world’s most outdated law.” Justice Antonin Scalia joked, “Your raisins or your life, right?”

Despite their transparent attitudes, the Court only gave Horne a partial victory. They required the lower court which had previously rejected Horne’s challenge of the law to reconsider the case.

A group in Germany calling itself quote, ”A Few Autonomous Flower Children” said in an open letter that they spread several pounds of marijuana seeds around the city as a protest against Germany’s “restrictive drug policies.”

The letter read, “We can’t set eyes on this useful and beautiful plant because it’s absolutely forbidden in Germany to grow it.”

A police spokeswoman said investigators are seeking the planters for narcotics charges.

Police and parks officials have discovered and destroyed 70 plants so far and are expecting to destroy more as the investigation continues.

Ian Freeman reports good news from the Shire at FreeKeene.com:

 

Keene district court judge Runyon has dismissed the case brought against Ian regarding their claim that he needs to have interconnected, AC-operated smoke detectors in his tenants’ home, which was raided by code enforcers and the fire chief in 2012.

 

After a court hearing on the validity of the warrant authorizing the search in the first place, Runyon issued an order invalidating the fire inspection part of the search warrant and throwing out all evidence collected by the fire chief, Gary LaFreniere.

 

The city’s attorney, Thom Mullins then motioned the court to reconsider, which was denied.

 

Meanwhile, Ian filed a motion to dismiss the case, since the complaint was written by the fire chief, whose evidence had been deemed inadmissible.

 

That motion has been granted.  Case dismissed!

 

This case is a perfect example of why homeowners should not roll over for code enforcement and zoning threats.

 

Many times, like this one, the state aggressors don’t even have a valid case under their own system’s rules!

 

You never find out if you just take the plea deal or do as they are demanding.

 

It’s people’s continued capitulation that just encourages the state people to continue to come up with new ways to control you and your friends and family.

 

I suggest you don’t take the plea, whether on threats against your property, victimless traffic tickets (parking, speeding, etc), drugs, or other consensual “crimes”.  Make them prove their case in court.

 

Make them work for their conviction – if they get it.  Don’t be surprised if you have your charge dropped right before trial or they come to you with an even better plea deal.

 

Of course, doing all these things is more effective if you are around others who are doing the same.  That’s one big reason to move to New Hampshire as part of the Free State Project, if you love liberty, that is.

 

The smoke alarm case is yet another win under activists’ belts in 2013, which has been an amazingly successful year in courts.  And there’s much more to come in Keene: Robin Hooders are on trial August 12th at 9am at Superior Court and then Ian will be in Hillsboro district court for a speeding ticket trial on Sept 5th at 9:30am.

 

In other speeding ticket news, Free Keene blogger Conan had his speeding ticket dismissed from Keene district court when he showed up for trial yesterday, but the sheriff who ticketed him did not!  Another win!

Drug warriors often contend that drug use would skyrocket if we were to legalize or decriminalize drugs in the United States. Fortunately, we have a real-world example of the actual effects of ending the violent, expensive War on Drugs and replacing it with a system of treatment for problem users and addicts.

Ten years ago, Portugal decriminalized all drugs. One decade after this unprecedented experiment, drug abuse is down by half:

Health experts in Portugal said Friday that Portugal’s decision 10 years ago to decriminalise drug use and treat addicts rather than punishing them is an experiment that has worked.

The number of addicts considered “problematic” — those who repeatedly use “hard” drugs and intravenous users — has fallen by half since the early 1990s.

This development can not only be attributed to decriminalisation but to a confluence of treatment and risk reduction policies.

Many of these innovative treatment procedures would not have emerged if addicts had continued to be arrested and locked up rather than treated by medical experts and psychologists.

Currently 40,000 people in Portugal are being treated for drug abuse. This is a far cheaper, far more humane way to tackle the problem.

Rather than locking up 100,000 criminals, the Portuguese are working to cure 40,000 patients and fine-tuning a whole new canon of drug treatment knowledge at the same time.

None of this is possible when waging a war.

The rate of global bitcoin adoption has slowed dramatically since peaking in April, but a number of standout locales are bucking the trend and seeing surges of enthusiasm. We noted China’s massive increase in adoption early last month, but a new outlier has since arisen: Argentina.

Fugitive NSA leaker Edward Snowden today applied for asylum in Russia and, as a condition, agreed to stop harming the U.S., according to a Russian lawyer who is advising him, but that doesn’t necessarily mean headline-grabbing stories about the U.S. government’s vast foreign and domestic spying programs will stop.

 

Putin has said that Snowden can stay in Russia, but only if he stops “harming” the United States by releasing more intelligence secrets. Speaking with Russia’s Interfax news agency, Kucherena said that he asked if Snowden would “abide by the conditions” imposed by Putin and said that Snowden replied, “I will fulfill his condition.”

 

But while Snowden agreed to stop leaking secrets, it could prove a technicality since he has already said that he gave all of his classified information — thousands of documents — to several journalists. The most prominent of which, The Guardian columnist Glenn Greenwald, told ABC News Friday that he’s not even half done with the stories he plans to write based on the secret information.

Anonymous activists staged a protest by beaming giant words reading ‘United Stasi of America’ across the walls of the US embassy in Berlin on Monday.

 

In protest of government surveillance, Anonymous’ latest act of civil disobedience lit up the walls of the Embassy with 10ft letters which referenced the former East German secret police.

 

The 3 activists arrived at the USA embassy, set up a generator and ran the projection for approximately 2 minutes before packing up and leaving the scene, not before having a celebratory dance. Two policemen were present during the event and were later joined by more than ten officers who proceeded to detain the Ruptly journalists filming on location. The reporters were searched and then detained for two hours while the police considered them first as suspects and then Anonymous conspirators. They were released without charge when the authorities acknowledged that their footage was indeed their alibi.

 

Edward Snowden, the former NSA employee and whistleblower was quoted in an interview by German newspaper, Der Spiegel as describing the NSA as “in bed with the Germans”. He also revealed in the report released July 7, that the NSA monitored about 20 million phone connections and 10 million internet data sets on average, per day and that the US’ closest allies went even further than the NSA to collect data.

 

Berlin police are investigating artist Oliver Bienkowski in relation to similar projections seen on July 8.

A Swedish sociology professor has nominated Edward Snowden for the Nobel Peace Prize. He says the NSA whistleblower could help “save the prize from the disrepute incurred by the hasty and ill-conceived decision” to give the 2009 award to Barack Obama.

In his letter addressed to the Norwegian Nobel Committee, Stefan Svallfors praised Snowden for his“heroic effort at great personal cost.” He stated that by revealing the existence and the scale of the US surveillance programs, Snowden showed “individuals can stand up for fundamental rights and freedoms.”

Professor Svallfors wrote, quote:

“This example is important because since the Nuremberg trials in 1945 has been clear that the slogan ‘I was just following orders’ is never claimed as an excuse for acts contrary to human rights and freedoms.”

 

He emphasized that the decision to award the 2013 prize to Edward Snowden would also quote, “help to save the Nobel Peace Prize from the disrepute incurred by the hasty and ill-conceived decision to award US President Barack Obama 2009’s award.”

Snowden’s nomination is expected to be reviewed by the committee for next year’s prize. Should Snowden get the coveted award, he would be the youngest Nobel Peace Laureate in the history of the prize.

 

The 30-year-old nominee is wanted in the US on charges of espionage after revealing secret NSA surveillance programs and could face the death penalty in his home country. He fled American soil for Hong Kong in May and then flew to Moscow, where he has been stuck in an airport transit zone for three weeks.

 

On Friday Snowden said he is seeking political asylum in Russia because he cannot fly to Latin America.

In 2011 founder of the whistleblowing website WikiLeaks Julian Assange was nominated for a Nobel Peace Prize by Norwegian MP Snorre Valen.

 

Last year Bradley Manning, the US soldier accused of passing secret materials to WikiLeaks, was nominated for the Nobel Peace Prize. The nomination was proposed by the Movement of Icelandic Parliament, which asserted that revelations produced by the documents Manning allegedly exposed, quote, “have helped to fuel a worldwide discussion about America’s overseas engagements, civilian war casualties, imperialistic manipulations, and rules of engagement.”

Bradley Manning‘s lawyers rested their case on Wednesday. The defense built its case for a shorter amount of time than expected, but argued exactly what most anticipated it would: Manning did not intend to harm the United States and aid the enemy when he passed thousands of classified documents to WikiLeaks.

Manning has already pleaded guilty to 10 of the 22 charges levied against him, effectively admitting to being the source of WikiLeaks’ most touted revelations. However, he still faces life in prison if convicted of the most serious charge of “aiding the enemy.” On Monday, his defense asked the military judge Col. Denise Lind to drop that charge as well as another six.

Gay marriage was banned by the Colorado constitution in 2006.

But this didn’t stop the Colorado Attorney General’s office from filing a discrimination complaint against Masterpiece Cakeshop for not baking a cake for a gay couple.

The Colorado Attorney General’s office filed a discrimination complaint against the owners of Masterpiece Cakeshop, who last year declined to make a cake for a Denver couple. The couple had their marriage ceremony in Massachusetts and wanted the cake for a hometown celebration.

Jack Phillips, one of the owners of Masterpiece Cakeshop, had cited his Christian beliefs in refusing the men’s business. Last summer Phillips told a television interviewer quote, “We would close down the bakery before we compromised our beliefs.”

The owner faces up to 12 months in jail for not baking a cake for the gay couple.

An Oregon man has been jailed for 30 days for collecting rainwater and snow runoff in three reservoirs that he had built on his own property.

 

Gary Harrington, of Eagle Point, was found guilty two weeks ago for violating a 1925 law which says all water is publicly owned.

 

Harrington, 64, was convicted of nine misdemeanors, and received a $1,500 fine in addition to the jail term.

 

Following his conviction, he said quote, ‘When it comes to the point where a rural landowner can’t catch rainwater that falls on his land to protect his property, it’s gone too far.’

 

Harrington surrendered himself to authorities to begin his prison term and said that he was sacrificing himself to stand up for liberty.

 

Decades earlier, Harrington constructed two dams measuring at 10 and 20 feet, and has since collected nearly 13million gallons of water in his man-made ponds, which is enough to fill 20 Olympic-sized pools. He also built boat docks and stocked the reservoirs with trout and Bluegill for recreational fishing.

 

Oregon’s Water Resources Department said that while it is legal to set up rainwater collection barrels on roofs or other surfaces, Harrington’s reservoirs went far beyond that and required permits.

 

The state initially approved and issued permits for Harrington’s water collection pools on his 170-acre property in 2003, but years later changed the bureaucrats arbitrarily changed their minds.

 

Harrington has been ordered to drain his three reservoirs, he remains persistently defiant. He said that he is only collecting rainwater for personal use and fire suppression, and that the state is infringing upon his rights.

 

He told CNSNews.com, quote, “The government is bullying. They’ve just gotten to be big bullies and if you just lay over and die and give up, that just makes them bigger bullies.”

 

His legal adviser said they are willing to fight the issue all the way to the U.S. Supreme Court.

A recently-published Harvard University meta-analysis funded by the National Institutes of Health (NIH) has concluded that children who live in areas with highly fluoridated water have “significantly lower” IQ scores than those who live in low fluoride areas.

Speaking of eliminating viruses, the Economic Development Administration, or EDA, was recently notified of a potential malware infection on some of its computers.

 

The EDA’s CIO, fearing that the agency was under attack from a nation-state, insisted instead on a policy of physical destruction. The EDA destroyed not only (uninfected) desktop computers but also printers, cameras, keyboards, and even mice. The destruction only stopped because the agency had run out of money to pay for destroying the hardware.

 

The total cost to the taxpayer of this incident was $2.7 million dollars. Full recovery took close to a year.
